Kelly Rider joins Commerce as Housing Division policy director

The Washington State Department of Commerce welcomes Kelly Rider as its new Housing Policy Director on September 16.

Kelly brings nearly two decades of experience advancing strategic housing and human services initiatives across Washington state, with a proven record in government relations, policy development, and coalition-building.

Before joining Commerce, Kelly spent nine years with King County, advising the County Executive and County Council on housing, homelessness, and behavioral health.

In roles including Housing Policy and Special Projects Manager, Director of External Affairs/Government Relations, Chief of Staff, and Director of Community and Human Services, Kelly led major initiatives such as Health Through Housing, the Crisis Care Centers levy, and the Veterans, Seniors, and Human Services levy.

Her leadership resulted in the opening of more than 1,000 new supportive homes, financing 2,299 affordable homes across 21 sites, and launching new behavioral health care facilities.

Kelly is recognized for building lasting partnerships and driving solutions to affordable housing and behavioral health challenges. Her leadership philosophy centers on accountability, equity, and collaboration.

“Public investments in housing and shelter depend on significant collaboration and deep partnership between public, private, and nonprofit sectors, contracted providers, and impacted communities,” Kelly said. “Stable, quality, affordable homes improve residents’ health, increase children’s education outcomes, determine one’s access to employment, transit, and open space, and contribute to equitable and thriving neighborhoods.”

Kelly began her public service career as a Caucus Staff Assistant for the Washington State House of Representatives, later serving four years as a legislative assistant before moving to King County.

Kelly holds a Master in Public Administration from the University of Washington Evans School of Public Policy & Governance.
