US Detains California Woman Before China-Bound Flight
Wanying Zhang, also known as “Heather,” 34, from Irvine, was taken into custody by the FBI’s Los Angeles field office under a federal complaint accusing her of working as an unregistered agent of the People’s Republic of China.
According to an affidavit, Zhang traveled to Seattle in 2025 and allegedly followed a close relative of a Taiwanese government official at the direction of Chinese officials.
She is accused of providing Chinese officials with photographs, videos and vehicle license plate details, while coordinating the trip with an associate and using measures intended to avoid detection.
Authorities also allege that Zhang did not inform the US attorney general that she was operating on behalf of a foreign government.
Zhang is expected to appear for the first time before a federal court in Los Angeles on Monday.
