Two OIC managers win Governor’s leadership awards

OLYMPIA, Wash. —  Gov. Bob Ferguson awarded leadership awards to two managers from the Office of the Insurance Commissioner.

Andrew Davis, Deputy Commissioner of Consumer Protection, and Jane Beyer, Senior Health Policy Advisor (retired), each won a Governor’s Outstanding Leadership Award.

“Andrew and Jane exemplify the best of the OIC,” said Insurance Commissioner Patty Kuderer. “Andrew’s strategic vision has strengthened our core service – helping Washington consumers with their insurance, whether it be navigating open enrollment for health insurance or recovering from a devastating wildfire.

“Jane dedicated her career to expanding access to health care, strengthening coverage, and making systems more equitable for people in Washington state and beyond. Her work has left an indelible mark on our state.”

Davis was recognized for leading the OIC’s Consumer Protection Division. He has strengthened consumer education and advocacy, helped resolve complex insurance complaints, and launched disaster-response outreach that delivered immediate support to residents affected by floods last winter and wildfires this summer.

Jane Beyer, who retired this summer, is recognized for thoughtful, effective, and consumer-centered leadership in health-insurance policy. Jane led efforts to stop balance billing for emergency services, improve insurer recognition and fair reimbursement for tribal clinics, and reduce administrative barriers. Known for sharing knowledge and credit, confronting difficult issues fairly, and supporting colleagues, Jane’s integrity and persistence produced lasting improvements in consumer protection across Washington.

The Governor’s Outstanding Leadership Awards honor exceptional managers who exemplify excellence in their performance and accomplishments. They demonstrate the leadership competencies that Washington state needs to embed a performance-driven culture and model the values and behaviors that promote a diverse and inclusive workforce.
